Beef and maize meal are genuinely cheaper than a year ago
Stewing beef costs 7.9% less than it did a year ago, beef steak 6.1% less and beef mince 5.8% less. Those are annual price decreases in rand terms, not slower increases.
Statistics South Africa published the figures on 19 August in its July 2026 consumer price index release. The annual rate for food and non-alcoholic beverages fell to 0.9% in July, the lowest print in more than 16 years, since June 2010. statssa
That headline number has been widely reported as good news for food prices. It is worth being precise about what it says.
Food inflation of 0.9% means the average basket of food and non-alcoholic beverages cost 0.9% more in July 2026 than in July 2025. Prices rose. They rose more slowly than at any point in 16 years, but they still rose.
The genuinely good news sits underneath the average, in the specific items that fell. That is where a household in Soweto or Mamelodi will actually notice a difference.
What food inflation of 0.9% actually means for your trolley
Two food groups did the work. Stats SA attributes the lower rate mainly to cereal products, which recorded an annual change of -2.0%, and to meat, where annual inflation slowed to 1.5% from 5.1% in June. statssa
Within cereals, the movement was monthly rather than annual. Maize meal fell 3.1% between June and July, macaroni 0.7% and white bread 0.6%. statssa
Wandile Sihlobo, chief economist at the Agricultural Business Chamber, attributes the grain picture to a strong harvest in the past season supported by heavy La Niña rains. He says slaughtering has continued and meat supplies have recovered.
Beef is the clearest reversal. Southafriworld reported earlier this year on the beef price surge that hit burger chains, when beef inflation ran near 30% during the foot and mouth outbreak. Meat price inflation peaked at an eight-year high of 13.5% in January 2026.

The processed meat figures appear in the release within its discussion of annual meat inflation, and Southafriworld has labelled them accordingly. The maize meal, macaroni and white bread figures are explicitly monthly in the release.
There are 144 food and beverage products in the CPI basket, and several categories moved the other way, including fruits and nuts, fish and other seafood, vegetables, oils and fats, cold beverages, and milk, other dairy products and eggs. statssa
Fish rose sharply month on month, with battered or crumbed fish portions up 3.5%, fish fingers up 2.3%, hake up 2.1% and canned fish excluding tuna up 2.0%. statssa
The pattern is uneven rather than uniformly positive. Households buying unprocessed beef and maize meal are better off. Households buying sausages, russians, fish or dairy are not.
Two other components pulled the headline rate down. Electricity tariffs rose 8.1% in July 2026 against 10.4% in 2025, water tariffs 10.2% against 12.1%, and petrol and diesel prices fell 7.1% and 11.7% between June and July. Foot and mouth vaccination is running far behind target
The beef improvement rests on a disease response that has not yet met its own targets. Foot and mouth disease in cattle and African swine fever in pigs both remain active.
Industry figures reported by Daily Investor put current vaccination at fewer than 100,000 cattle a week, drawn from the FMD Industry Coordination Council dashboard. Industry stakeholders quoted in the same report say eradication would require roughly 1.75 million cattle a week to cover the 14 million head national herd inside an eight week window.
Six months after the first vaccinations, about 65% of the national herd has been covered, against a World Organisation for Animal Health recommendation of 90% within six to eight weeks followed by boosters. These are industry-supplied figures rather than a departmental count, and Southafriworld could not verify them against a Department of Agriculture release.
Agriculture Minister Willie Aucamp announced a settlement in July allowing private-sector farmers to procure and administer their own vaccines, a week after taking over from John Steenhuisen. Andrew Morphew, a spokesperson for FMD Response SA, has said the settlement helps commercial farmers but that government still needs to speed up and coordinate vaccination for communal and small-scale farmers.

What could push food prices up again
Three risks sit in front of this figure, and none of them has been resolved.
Fuel is the nearest. Sihlobo notes that “Fuel accounts for a substantial share of the distribution costs of food products”, adding that more than 80% of staple food products move by road. Southafriworld has reported on the September petrol price increase, and petrol remains 19.3% and diesel 28.8% more expensive than a year ago despite the July decline. dailyinvestorstatssa
Weather is the second. An El Niño drought forecast would affect the season planted from mid-October, which Sihlobo says means the effects would most likely only show in 2027 rather than this year.
Disease is the third, and further outbreaks could push meat inflation back up.
What is not in dispute is the direction of the underlying level. Food prices in July 2026 were the highest they have been, because a positive inflation rate adds to an index that has been rising for years. The slowdown changes the pace, not the accumulated cost.
The next consumer price index release covering August 2026 is due in September, and the planting season that will shape 2027 grain supply begins in mid-October.
