R167m cocaine seized at OR Tambo from one flight

Three quarters of the haul was in unmanifested cargo, and SARS says both consignments carried similar branding.

How the OR Tambo cocaine seizure unfolded across three checkpoints

Customs officers took 333.1kg of cocaine off a single aircraft at OR Tambo International Airport on Tuesday. The South African Revenue Service puts the estimated street value at more than R167 million.

The flight had arrived from São Paulo, Brazil. SARS says its officers worked three points of the arrivals process at the same time: aircraft baggage off-loading, passenger arrivals baggage screening, and cargo inspection.

The first find came in the international arrivals hall. Officers opened two pieces of luggage containing 75 bricks of cocaine weighing a combined 83.10kg.

The second came from the same flight. SARS narcotics detector dog Lagertha reacted to four boxes of unmanifested cargo, and a search of those boxes produced a further 250kg.

SARS Commissioner Dr Johnstone Makhubu said the operation showed that < cite index=”85-1″>”SARS is steadily strengthening its capability to detect and disrupt sophisticated smuggling syndicates”.</cite>

Both consignments have been handed to the South African Police Service for investigation and forensic processing. SARS did not report any arrests in its statement.

Why 250kg in unmanifested cargo is the harder question

The passenger luggage and the cargo raise different problems. Luggage arrives with a passenger. Unmanifested cargo, by definition, was not on the aircraft’s declared cargo list.

SARS has not said how those four boxes came to be aboard, who loaded them, or at which point in the chain they were introduced. That is now a question for the police investigation.

The revenue service did note one link. It said the cocaine from the passenger luggage and from the unmanifested cargo carried similar “Air” branding, which it described as potentially indicating a connection between the two consignments. SARS did not state that a link has been established.

For readers, the practical significance is that the drugs were stopped at the port of entry rather than after distribution. Southafriworld has reported on other measures tightening controls at South African ports of entry, including the mandatory traveller declaration system introduced in July.

Makhubu framed the result as evidence for integrated enforcement, saying the interception of cocaine from both passenger baggage and unmanifested cargo on one flight reflects the value of working across functions.

Two São Paulo seizures in under a month, valued very differently

This is the second reported cocaine interception at OR Tambo from a São Paulo flight in under four weeks.

The per-kilogram figures in the final column are calculations by Southafriworld from the quantities and values published in each case. They are not figures released by any agency.

They show a gap worth noting. The two SARS-announced seizures value cocaine at roughly R500,000 a kilogram, while the July seizure announced by the police values it at closer to R295,000.

Neither SARS nor the police publishes the methodology behind street value estimates, and the two announcements came from different agencies. Southafriworld has not established whether the difference reflects purity, packaging, a different valuation base, or something else.

The July interception was an intelligence-led operation. Brigadier Athlenda Mathe, the SAPS national spokesperson, said at the time that the Crime Intelligence Border Integrity Unit had received information about a suspected consignment, and that officers worked with Customs officials and ground handling staff. She said no arrests had been made and that investigators were working to identify those responsible and trace the intended recipient.

OR Tambo has featured in other enforcement actions this year, including an arrest at the airport by the Hawks.

What SARS has not said

Several things remain open, and they matter more than the headline weight.

No arrests have been announced in connection with Tuesday’s seizure. No airline has been named in any of the statements. SARS has not said whether the consignments were destined for the South African market or for onward routing, and it has not said whether any airport, airline or ground handling staff are being looked at.

The forensic processing is also incomplete. Purity testing determines both the eventual charge and the accuracy of the R167 million figure, and those results are not yet public.

South Africa’s exposure to trafficking proceeds sits alongside its broader financial crime profile, which Southafriworld covered in South Africa’s FATF greylisting risk. SARS also runs parallel enforcement against other illicit flows, including the illicit cigarette trade.

Two concrete things follow from here. The police investigation and forensic processing continue under SAPS, and any prosecution decision rests with the National Prosecuting Authority once that work is complete.
