President Cyril Ramaphosa has appointed Roelf Meyer, the veteran political negotiator who helped end white minority rule in the 1990s, as South Africa’s next ambassador to the United States. Presidential spokesperson Vincent Magwenya confirmed the appointment to Reuters on Tuesday, 14 April 2026.
Meyer, 78, was the chief representative of the National Party government during the 1993 negotiations to end apartheid. Ramaphosa served as the chief negotiator for the African National Congress on the opposing side of those talks. The two men, once dubbed “R&R” for their close working relationship during the transition, went on to serve together in Nelson Mandela’s multi-party government.
The appointment ends a vacancy that has persisted for more than 13 months, since former ambassador Ebrahim Rasool was expelled from the United States in March 2025. It also follows a sequence of failed diplomatic efforts to restore South Africa’s representation in Washington.
The confirmation came a day after Zane Dangor, the director-general of the Department of International Relations and Cooperation (DIRCO), told the Cape Town Press Club that Ramaphosa had finalised his choice. Dangor did not name the candidate but said the individual was someone he believed would be well suited to the demands of the Washington environment.
Why it matters
South Africa’s relationship with the United States has deteriorated sharply since President Donald Trump returned to the White House. The breakdown in diplomatic representation has left Pretoria without a permanent voice in Washington during a period of escalating trade and political tensions.
Rasool was declared persona non grata by US Secretary of State Marco Rubio in March 2025 after he accused the Trump administration of leading a global white supremacist movement during an online webinar. His expulsion triggered one of the most visible diplomatic ruptures between the two countries in the post-apartheid era.
Ramaphosa’s initial attempt to fill the gap also faltered. He appointed former Deputy Minister of Finance Mcebisi Jonas as a special envoy to the US in April 2025 to manage bilateral, trade, and diplomatic priorities. However, the US government denied Jonas a diplomatic visa in May 2025 and formally rejected his credentials, according to claims by the Democratic Alliance, which said Washington had repeatedly urged Pretoria to appoint an alternative envoy. The Presidency disputed some of these assertions, insisting special envoys operate under different protocols than accredited ambassadors.
Meyer’s appointment signals a deliberate strategic shift. As a white Afrikaner with deep roots in South Africa’s democratic transition, he brings a profile that may carry weight in an environment where the Trump administration has repeatedly raised concerns about the treatment of white South Africans. Speculation about appointing a prominent Afrikaner to the post had circulated since at least April 2025, when Sunday Times reporting first identified Meyer, Marthinus van Schalkwyk, Andries Nel, and Gerhardus Koornhof among those under consideration.
The timing also coincides with a broader attempt at diplomatic recalibration. US Ambassador Brent Bozell formally presented his credentials to Ramaphosa at a ceremony in Pretoria on 8 April 2026. Despite a strained start marked by a DIRCO-issued démarche over his public remarks criticising South African court rulings and racial empowerment policies, Bozell struck a conciliatory tone at the ceremony, speaking about shared values and the desire to take bilateral relations forward.

Meyer was born on 16 July 1947 in the Eastern Cape. He studied law at the University of the Free State and served as a Member of Parliament from 1979 to 1997. During his parliamentary career, he held positions in the governments of three successive presidents: P.W. Botha, F.W. de Klerk, and Nelson Mandela. He served as Minister of Defence and later as Minister of Constitutional Affairs during the final years of National Party rule.
His central role was as the National Party’s chief negotiator during the Convention for a Democratic South Africa (CODESA) talks and the subsequent multi-party negotiations. After resigning from the National Party in 1997, he co-founded the United Democratic Movement with Bantu Holomisa. He returned briefly to Parliament before retiring from frontline politics in January 2000.
More recently, Meyer has served as a director of the In Transformation Initiative, a non-profit organisation he helped found that promotes democratic transitions and conflict resolution internationally.
The US ambassador to South Africa, Bozell, met Meyer in Pretoria on 17 March 2026. In a post on the official US Embassy social media account, the US mission described the meeting as a privilege and noted that South Africa and the US share a commitment to dialogue and democratic values.
The ambassadorial vacancy has stretched across a particularly fraught period in bilateral relations. The US suspended aid to South Africa, launched a refugee processing programme for white South Africans, and imposed a 30 percent tariff on South African exports that took effect in August 2025. Trump also boycotted the G20 summit hosted by South Africa in Johannesburg in November 2025 and stated Pretoria would not be welcome at G20 events in 2026.
South Africa’s genocide case against Israel at the International Court of Justice has added a further layer of friction. Bozell has stated publicly that pressuring South Africa to drop the case is part of his mission, and senior Washington advisers have previously suggested that withdrawing the ICJ proceedings could be a precondition for normalising relations.
What happens next
Meyer’s appointment must still go through the formal diplomatic processes before he takes up the post. The US government has not yet publicly responded to the announcement, and it remains to be seen whether Washington will accept his credentials without objection, given the rejection it applied to the Jonas appointment.
The question of whether Meyer’s profile will open doors in Washington is central to the appointment’s significance. His history as an architect of the negotiated settlement, his Afrikaner background, and his existing relationship with both Ramaphosa and the US Embassy could all work in his favour. However, the depth of the bilateral rift extends well beyond the ambassadorial post, touching on trade policy, South Africa’s foreign alignments, the ICJ case, and ideological differences between the two administrations.
DIRCO’s Dangor used his Cape Town Press Club address to describe the current international environment in stark terms, warning that established international rules were being abandoned and that no country was safe from what he called the actions of “the hegemon.” His remarks underlined the wider policy context into which Meyer will step.
The G20 presidency has since passed from South Africa to the United States for 2026, and the dynamics of that transition have themselves been a source of diplomatic friction. Whether Meyer’s appointment marks the beginning of a genuine reset or simply a change in personnel against a backdrop of entrenched disagreement will depend on the substance of the engagement that follows.
South Africa’s permanent representation in Washington has been absent for over a year. Filling the post is a necessary first step, but the diplomatic road ahead remains long and contested.
