SA faces looming gas crisis threatening thousands of jobs

Industry groups warn supply shortfall could hit manufacturing and growth

South Africa gas cliff 2025 | Southafriworld

South Africa is facing a potential gas supply crisis that industry bodies warn could place tens of thousands of jobs and large sections of the industrial economy at risk if urgent action is not taken.

Industrial users say the country is approaching a so-called “gas cliff” as long-term pipeline supplies from Mozambique decline, with no large-scale replacement capacity yet secured. The warning has renewed calls for a coordinated national gas strategy to protect energy security and industrial output.

What is driving the gas supply risk

The warning has been raised by the Industrial Gas Users Association of Southern Africa, which represents major industrial gas consumers across manufacturing, mining, and energy-intensive sectors.

According to the association’s 2024 annual reporting, South Africa relies heavily on gas supplied from Mozambique’s Pande-Temane fields via pipeline infrastructure. These supplies are expected to decline sharply in the coming years, creating a significant shortfall unless alternative sources are developed 【IGUA-SA†L1-L4】.

Industry analysts say the risk is no longer theoretical, with timelines for new gas projects failing to keep pace with the expected decline in existing supply.

Jobs and economic output at stake

IGUA-SA estimates that around 70,000 jobs are directly supported by gas-dependent industries in South Africa, with these sectors contributing between R300 billion and R500 billion annually to the economy 【IGUA-SA†L5-L8】.

Gas is used both as an energy source and as a critical feedstock in industries such as steel, glass, chemicals, automotive manufacturing, and food processing. A sustained supply disruption could force production cuts, plant closures, and job losses, with knock-on effects throughout supply chains.

Industry warnings intensify

Jaco Human, chief executive of IGUA-SA, has warned that delays in addressing the gas shortfall could erode South Africa’s industrial competitiveness.

According to the association, uncertainty around gas supply is already influencing investment decisions, as companies are reluctant to commit capital without clarity on long-term energy availability 【IGUA-SA†L9-L12】.

Why government policy is under pressure

Critics argue that South Africa lacks a cohesive gas-sector strategy, despite gas being identified as a key component of the energy transition.

Industry bodies have raised concerns that existing legislation governing upstream petroleum resources does not provide sufficient certainty to attract large-scale, long-term investment. They also point to the absence of clear fiscal and risk-sharing mechanisms to support private investment in gas infrastructure.

IGUA-SA projects that national gas demand could increase substantially over the next two decades as industry expands and gas-to-power projects come online, intensifying the urgency of supply planning 【IGUA-SA†L13-L16】.

Potential solutions under discussion

To avert a supply shock, industry stakeholders have proposed a phased response.

In the short term, proposals include importing liquefied natural gas (LNG) through regional partners or domestic ports to bridge the gap as pipeline supplies decline.

Over the longer term, industry roadmaps highlight the need to develop local and regional gas resources, including new exploration projects and LNG import terminals, to establish a more resilient supply base.

Energy security and reform considerations

The gas supply issue has broader implications for South Africa’s energy system. Gas is widely viewed as a stabilising fuel that can support electricity generation while the country transitions away from coal.

Government has announced measures to expand electricity generation capacity and diversify the energy mix, but analysts warn that without a clear gas policy framework, these efforts may not sufficiently address the underlying supply risk.

Views from academia and experts

At recent energy and industry forums, academics and sector specialists have warned that failing to act before the gas cliff materialises could undermine industrialisation efforts and complicate the energy transition.

Experts note that gas plays a dual role in supporting both manufacturing competitiveness and lower-emission energy generation, making supply security a strategic priority.

Why it matters for South Africans

A gas supply disruption would extend beyond industry, with potential impacts on employment, economic growth, and energy prices.

Manufacturing slowdowns could reduce exports and tax revenue, while job losses would affect communities linked to gas-reliant industries. Analysts also warn that energy instability could raise costs for consumers and businesses alike.

Industry groups have urged government to accelerate policy reform and coordination to ensure that gas remains a reliable part of South Africa’s energy mix.
